Default behaviour is 1:1 — your GIF output has the same pixel dimensions as the source JPEG. ICO output is the exception (it produces a multi-resolution stack: 16/32/48/64/128/256). If you need to resize as part of the conversion, use /resize/ after conversion.
How small can the GIF file get without visible artifacts?

A JPEG file with strong compression (e.g. heavily lossy JPG) often grows when re-encoded to a lossless GIF (PNG, TIFF, BMP), and a high-bitrate lossless JPEG often shrinks dramatically when going to JPG/WebP. The ratio depends on image content (photos compress differently from line art).
Can I use the converted GIF file commercially?
